16 missions. The priority was to clear a whole mission (not just till a mission is complete), 0 officers down and the leadership total as highest as possible. In fact, a high leadership total on hard difficulty level and 20 ms suspect AI is extremely demanding. There's too many factors that will prevent you from achieving a high leadership total.
